Deputy Money Laundering Reporting Officer

The Deputy MLRO (‘DMLRO’) is positioned in the AACB LB Compliance Department and has a reporting line to the Head of Compliance (‘HoC’) & Money Laundering Reporting Officer (‘MLRO’).  

The Clearing Compliance UK function centres on second line compliance risks management including Financial Crime Risks. Its mission is to assist senior management in identifying, assessing and effectively managing the compliance risks of ABN AMRO’s Clearing. 

It has developed a risk-based approach designed to ensure that every reasonable measure (including policies, procedures, instructions, IT systems, monitoring methods, awareness and training activities, objective-setting, incentives, deterrent measures and sanctions) is taken in order to avoid or reduce the possibility of such compliance risks occurring and to minimise the damage if such a risk should nonetheless occur.

The Department is responsible for all AACB LB & AACL compliance matters, excluding prudential rules compliance:  advice, policy, training, regulatory developments and monitoring regarding financial service laws, rules, regulations & codes of conduct, data privacy and combatting financial crime. 
 

Your job

The DMLRO will support the MLRO, and act as the primary point of contact on day-to-day business activities in ensuring   that AACB LB and AACL operate in accordance with all legal and regulatory requirements related to all elements of financial crime compliance (e.g. Anti-Money Laundering, Counter Terrorist Financing, Anti-Bribery and Corruption, Counter Sanctions Risk, Counter Fraud, Counter Market Abuse and Anti-Tax Evasion).

To assist the MLRO with the development, maintenance, training and continuous ongoing improvement of the  financial crime risk management and oversight framework, monitoring and oversight of AML, sanctions and other financial crime risks, including ABC, Facilitation of Tax Evasion and Fraud.  The DMLRO will be dedicated to doing this in a way that:
 
•    upholds the firm’s legal, regulatory, ethical standards and reputation;
•    fosters partnerships, collaboration and the compliance culture throughout the firm;
•    heightens awareness of relevant AML, sanctions and financial crime regulatory issues; and
•    support the MLRO in delivering consistent guidance, advice and innovative solutions; in all matters relating to AML and Financial Crime to the Clearing key business line.
•    works in collaboration with other AML & Financial Crime colleagues in both Head Office and locally.

This role will also require working with the MLRO to promote a financial crime compliance culture and foster good working relations with the business and support functions in the UK. The DMLRO will assist the MLRO with the monitoring and oversight of AML, sanctions and other financial crime risks. This role will also require working with the MLRO to foster good working relations with Head Office Compliance and Security Integrity Management to ensure that global policies are understood, and where applicable reflect local UK requirements via the relevant policy uplifts. The DMLRO supports the MLRO; acting as the primary point of contact for the business on a day-to-day basis, managing the workload of the Financial Crime team,   to fulfil the key monitoring and oversight activities, as set out in the financial crime risk management plan implemented by the MLRO.

Your profile

•    AML, Sanctions and wider financial crime experience, preferably with some additional knowledge of ABC, Facilitation of Tax Evasion and Fraud..
•    Professional qualifications, such as the CISI Diploma, or equivalent. Any specific professional qualifications in relation to AML / financial crime would be useful.
•    An ability to undertake AML, Sanctions & wider financial crime assessments, to opine on risks and produce written recommendations to the MLRO and the business.
•    Ability to resolve conflict and deal with confrontation through tact and skill.
•    Act as an escalation point for other members of the team.
•    Ability to work independently, but a strong team player.
•    Assertive, analytical, accurate and tenacious.
•    Display initiative in identifying and presenting solutions to support activities and plans.
•    Forward looking and focused on planning, effective processes and increasing efficiency.
•    Practical and pro-active approach.
•    Self-motivated and well organised.
•    A good understanding of relevant existing, and emerging regulatory requirements in relation to financial crime and the ability to interpret and apply to the AACB business.
•    Excellent command of the English language both written and orally
•    High level of IT literacy.
•    Attention to detail.
